The Values and Ethics Observed in the Course of Health Reform and Development in Our Country

卫生经济问题无一不具有道德成分,无一能离开伦理政策得以解决。我国卫生改革一开始就缺乏伦理基准,医疗服务过度市场化倾向、政府责任不到位和伦理缺席已将卫生改革引向功利主义的死胡同,使得卫生改革背离了公正目标。我们要正确认识市场的目标、价值和规律,正确理解和发挥政府和市场的调节作用,促进卫生改革的健康发展。在对我国卫生改革的伦理学展望中,我们提倡一种“公平优先,兼顾效率”的价值观。

Every hygienical economic issue has some moral components, and will not be solved without ethical policy. At the very beginning, our health reform bears no ethical benchmarks, but has the tendency of excessive marketization of medical service. The imperfect service of our government and the lack of ethical consideration have led previous health reform to a profit-hunting dead end. Thus, our health reform deviated itself from justice. We should be quite aware of the goal, value and law of the market, understand correctly the regulating role of our government in the market, promote the sound development of our health reform. In our ethical expectation of health reform in China, we advocate the value of ＂Give priority to fair while taking into account efficiency＂.
