石狮设市模式剖析──关于我国设市体制改革和完善的思考

AN ANALYSIS ON THE " SHISHI PATTERN " OF SETTING UP A MUNICIPALITY

本文对介于我国传统的切块设市和整县改市模式的”石狮设市模式”进行了客观评价、总结了这一模式的四个方面的突出优点和四点经验、提出了推广“石狮模式”．进一步改革和完善我国设市体制的建议。

Shishi Pattern', which is between the traditional 'partial transformation pattern' ,in which the most developed part of a county is seperated from the county and is set up to be a municipality. and ' total transformation pattern'. in which the whole county is transformed to be a municipality. is evaluated objectively in this paper. ans its four advantages are analysed. Also the successful experience of the setting up of Shishi municipality is summarized in four aspects.And some advice is provided at last on practicing 'Shishi pattern' and reforming and perfecting the system of setting up a municipality further in China. that is.to amend the standard of setting up a municipality and try to practice ' County Governs Municipality ' system.
