浅谈建立党内质询制度

Brief discussion on the inquiry system within CPC

质询的含义是质问,是带有批评色彩的提问。把质询引进党内,目的在于推进党内民主建设;是为了更好地加强党内监督;是发展社会主义民主政治的内在需要。建立党内质询制度,要明确质询的主体和对象、内容、程序。要建立党内质询制度的保障措施,规范质询制度的操作程序,建立质询制度的回避制度,摒弃错误思想观念,建立责任追究机制,明确质询制度在党内有关文件中的表述。

The base of inquiry system is interrogation, which means critical questioning. To introduce inquiry system into the Communist Party of China （CPC） is beneficial to pushing the democratic construction, as well as strengthening discipline supervision within CPC; it is also an internal need to develop socialist democratic politics. The inquiry system calls for the clarity of the subject an object, the content and the procedures. It is a necessity as well to build up guarantee measures, regulate the operative procedures, introduce system of withdrawal and system of inquiry, reconstruct ideologies, and clarify the statement in CPC documents.
