论加强我国公务员的道德建设——从“水门事件”谈起

On Building the Official Ethics in China——Starting from "The Watergate"

在社会转型时期,我国公务员道德建设既取得了一定的成绩,也还存在许多问题和不足,而发达国家在行政伦理建设方面的经验对我国公务员道德建设有着深刻的启示。公务员道德建设是由立法、教育、监督组成的系统工程,我们必须在坚持指导思想不动摇的前提下,加强道德法律、法规建设,加快公务员道德的教育与培养工作,并完善由党、行政、法律、舆论、群众监督组成的监督机制。

The building of the official ethics in China has acquired great achievement in the turning period of the development of the society. But, at the same time, there are some problems in the field. The experiences in the administrative ethics which have been acquired by the developed countries are beneficial to the work of building the official ethics in China. Because the official ethics is a system made up by the legislative, the education, and the supervision, we should maintain the directive thought at first, and then, strengthen the work of legislative in moral, the education of moral, and perfect the supervision system which contains the Party＇ s supervision, the legislative supervision,the media supervision and the people＇ s supervision.
