On Virtues of Administrative Moral Construction

行政道德的规范功能是权力的应然设置,它直接的消极后果就是行政主体的工具化。行政道德的最终目的价值是成就人、塑造人,惟有德性才能实现之,因此,德性培育便成为行政道德建设的主要问题。制度安排与市俗关爱是培育德性的重要内容。

Administration＇ s ethical standardization is the setup of power and its direct passive consequence is the tool of the administrative subject. The final purpose value of administration ethics is to create people and improve people. Only moral virtues could realize it. Therefore, the cultivation of moral virtues becomes the subject problem of construction of administrative morals. It is the important content of fostering the moral virtues to arrange and care about the city customs in system.
