西部开发背景下民族自治地方政府与中央政府关系探讨

A Discussion of the Relationship between the National Autonomous Local Government and the Central Government

民族自治地方政府在西部开发过程中,处于核心和关键的地位。处理好民族自治地方政府与中央政府的关系对于中国西部的发展具有深刻的历史意义和重要的现实价值。在西部开发的背景下民族自治地方政府与中央政府关系的凸现有两大原因:一是民族自治地方政府自主发展的内在动力,二是民族自治地方政府存在的外在压力。从政治学、行政学和法学来衡量,民族自治地方政府与中央政府的关系可以归纳为六大关系:财政关系、法律关系、行政关系、政党关系、民族关系和人际关系等,这种静态的理论划分为民族自治地方政府在西部开发中动态地处理与中央政府的关系提供了必要的理论支持。

The national autonomous local govemment is in a very nuclear and key position in the process of the development of the West. It has very profound and historical significance and important practical value for the development of the west of China to deal with the relationship between the national autonomous local government and the central government. There are two reasons for this ： one is the inner drive of the independent development of the national autonomous local government and the other is the outer pressure of the national autonomous local government. The relationship between the national autonomous local government and the central government can be generalized into six relations： financial relations, legal relations, administrative relations, party relations, national relations and relations between people. This kind of classification has provided necessary for the dynamic management of the national autonomous local government the relationship with the central government.
