摘要
我国民族地区文化事业单位普遍存在着管理体制不顺、财政负担沉重、资源浪费严重、运行机制和内部管理机制不适应市场经济的要求等问题。针对这些问题,应该在人员聘用制度、岗位管理制度和收入分配制度上进行深入改革。同时应该大力发展文化产业,采取多种形式发展社会公益文化事业,加强文化立法。只有这样才能促进民族地区文化事业的发展。
The common problems existing in cultural institutions of China's ethnic regions are the impeded management structure, heavy financial burden, serious waste of resources, its defective operational and internal management mechanisms that cannot adapt the requirements of the market economy. In light of these problems, an in - depth reform should be carried out in the personnd employment system, post management system and income distribution system. Meanwhile, we should develop cultural industries vigorously and the cultural cause of puUce welfare in a variety of forms, strengthen cultural legislation as well. Ouly in this way can we promote the devdopment of cultural undertakings in ethnic areas.
