从经济学角度看,产业集群是城市群的增长极核。产业集群在城市群发展中的作用机制有驱动机制和约束机制。为了发展和完善城市群,增强其竞争力,必须强化培育产业集群,政府应建立完善的激励和协调规划制度,产业集群内部应建立自助机构,企业应着力增强技术能力。

From the economics point of view,industry clusters are polar nucleus of growth for city groups.The functions of the industry clusters in the development of city groups include the drive mechanism and restriction mechanism.To develop and perfect the city groups and enhance their competitive power,it is necessry to intensify efforts in fostering industry clusters.The government should establish a perfect incentive mechanism and a planning coordination system.Self-support organizations should also be established within the industry clusters.Enterprises should exert themselves in strengthening their technical capacity.
