兰斯塔德与“绿心”——荷兰西部城市群开放空间的保护与利用

Randstad and "Green Core" ——Protection and Utilization of Open Space of City Ring Region in Western Holland

保护“绿心”是荷兰的国策。兰斯塔德的经济中心地位、快速城市化、土地资源稀少、人口增长及政策与管理方面的缺陷使“绿心”面临用地矛盾突出、景观被破坏、生态环境恶化等新的问题和压力。荷兰国家空间规划通过建立区域性联合机构、使空间规划走向明确与具体、增强保护政策的弹性、制定自然生态政策等措施来保护“绿心”开放空间。

It is the national policy of Holland to protect the ＂green core＂. The limitations of Randstad in its being the economic center, its fast-spoed urbanization,lack of land resources,growth in population and defects in policies and management,etc.have brought about new problems and pressure as prominent contradiction in land use,destruction of landscape and deterioration in ecological environment to the ＂green core＂ .The national spatial planning of Holland protects the open space of the ＂green core＂ by establishing regional joint organizations in order to define and specify planning measures,strengthen the flexibility of protection policies,and work out policies for natural environment protection,etc.
