221例医疗卫生举报投诉案件的分析

摘要 目的:为了解医疗卫生举报投诉的情况,掌握医疗机构存在的问题。方法:将221例举报投诉建立数据库,进行统计分析。结果:举报投诉主要问题是机构和人员问题,其中非法行医的举报投诉占43.0%。举报投诉主要集中在城乡结合部的朝阳区、海淀区和丰台区,营利性医疗机构的举报投诉率明显高于非营利性医疗机构,实名投诉的真实性明显高于匿名投诉。对医疗机构现场检查时发现的主要问题是人员问题。结论:打击非法行医是卫生行政部门的重点。医疗机构的检查重点是使用非卫生技术人员、超范围经营、承包科室。要进一步规范医疗卫生举报投诉的受理程序。 Objective: To know the situation of medical complaints and master the problems existing in medical organizations. Method: To set the database for 211 cases of complaints and the implement statistical analysis. Result: The major complaining reports are organizational and personnel problems. Complaints of illegal medical practice account for 43.0 %. Main complaints are from Chaoyang district, Haidian district and Fengtai district. All of them located in the joint region of cities and countries. The rate of complaints in interest-oriented medical organizations is much higher than that of non-interest-oriented organizations and complaints by name-reported persons are more true than that by anonyms. The major problems found in the field inspection are personnel problems. Conclusion : Eradicating illegal medical practice is the key point of health service. Inspection focus of medical organizations are employing non-health technological personnels, operating beyond range and contracting departments. We further need to standardize the receiving process of medical health complaints.
