城市社区居委会选举居民参与实效的调查思考

Investigation into Substantial Results of Residents' Participation in the Election of City Community Residents' Committee

在城市社区居委会直接选举中,居民参与的参选率统计高而实际低,且多为动员式参与。这与选举与居民利益关联度低、居委会自治权虚置、户籍歧视等原因有关。对此,有必要建立居民维权性参与模式,完善社区服务,落实居委会自治权,从登记选民向选民登记转变,并且消除选民身份歧视,普及参选资格,从而推进居居参与的深度、广度及实效。

In the direct election of city community residents＇ committee, the statistical rate of residents＇ participation is high while the practical is low; their participation is virtually of being mobilized;the election has little to do with residents＇ interest; the voting goes through motions owing to the committee autonomy being in name only; household register discrimination does harm to equity. In view of these issues, it is necessary to build a kind of participative mode with functions of protecting rights, perfect community service, put the autonomy of residents＇ committee into effect, change toward ＂voters registering＂ from ＂registering voters＂, banish voters＇ identity discrimination for the popularization of admission qualification, sequentially advance residents＇ participation from profundity, extent and substantial results.
