90年代，美国海军正在经历一场通信革命，其代表就是综合C4I工体系结构即C4I倡议计划的形成和着手实现工作。C4I成为美国海军面向21世纪的着眼声点和提高海军（包括海军陆战队）作战能力的两大技术之一，这在近45年来还是第一次，因此格外引人注目。
In the 1990s, u. S. Naval saw a revolution in the field of communication in which its intergrated C4I infrastructure (i. e. C4I initiative) had been formed and launched.C4I is now one of the two major technologies which have been adopted by U. S Naval to move into the 21st cennury and to strengthen U. S Naval (its Marine Corps included) fighting capability. Because it is first example in 45 years. this event gains great attention.
