On the Choice and Its Significance of Power Restriction in the Progress of Political Civilization

政治文明是中国现代化的目标之一,政治文明要求执政者依法合理地使用人民赋予的权力,这就要求对权力具有制约机制。权力制约机制是政治稳定的需要,也是经济繁荣的需要,更是人民生命财产和民主权利得到保障的需要。对政府权力的制约和监督主要有舆论制约和人民监督等方式,但真正有效的监督和制约方式应建立在“以权力制约权力”的基础之上,构建这样一种有效的方式是政治文明得以实现的基础,也是社会现代化的发展方向。

One of China＇ s destinations in modernization is to establish a political civilization society which is necessary to political economy and protection of people＇ s property. To realize the aim, our government＇ s power must be within restriction. The mosteffective way to realize the destination is to set up a model of society whose ruling is based on ＂using power to control power＂. This is direction of Chinese modernization.
