偷渡犯罪研究——以福州地区为例

A Study of the Crime of Illegal Migration——Taking Fuzhou as an Example

中国偷渡现象最严重的地区之一是福建省福州市。鉴于福州沿海地区成为中国偷渡案件的高发地区,以当代福州沿海地区的非法移民活动为案例,对当代中国偷渡问题进行研究,是一项十分必要的工作。福州地区偷渡活动产生的原因是复杂的,决不是单纯的经济原因。其中既有历史传统和文化心理原因、经济原因、政治原因,又有国际原因。对福州地区偷渡案件进行治理是非常必要的,但是这种治理的措施必须是综合的,且治理过程需要较长的时间。而当前的主要举措,应着眼于健全法律,增加就业机会,提高全社会对偷渡行为危害性的认识,严格加强边境管理和进行反偷渡犯罪的国际合作。

In recent years, the problem of some Chinese people stealing into another countryis becoming so serious that more and more people are concerned about this issue. Fuzhou City, has become the leading illegal migrant area since 1990s. A longterm strategy against this matter is urgently needed. A comprehensive response to the illegal migration must combine achievable long-term with short- term measures. The former will provide effective solutions to the issue on the political, demographic and socioeconomic dimensionswhile the latter will eliminate the threat currently posed.
