摘要
构建社会主义和谐社会是我国政府今后的工作重点。而这一目标的实现需要一个具有高度执政能力的责任政府。因此如何履行政府责任,提高政府的执政能力,切实维护公众利益已成为责任政府今后要研究和解决的重点问题之一。这也是本文阐述的在和谐社会背景之下的责任政府日益有所作为的意义所在。
