Rational Thought on the Planning for Resource-efficient Cities

建设节约型城市,城市规划一方面要在配合循环经济兴起的同时,防止循环经济可能存在的虚热所带来的负面影响;另一方面要改革资源配置的方式,将城市规划体制及规划工作的重心从目标转向底线、从控制转向保护、从设计结果转向起点与过程安排。

To build a resource-efficient city,urban planning should,on the one hand,prevent the negative influence of the circular economy while supporting its rise.On the other hand,resource distribution pattern should also be reformed.Meanwhile the city planning system and the key task in the planning should be shifted from the objective to the base line,from control to protection,from result design to arrangement of the starting point and process.
