探索双向转诊制度模式 破解社区卫生服务发展瓶颈

Investigating the Mode of the Dual Referral System,Solving the Bottleneck of Community Health Services Development

本文就社区卫生服务的瓶颈问题——双向转诊制度进行了设想,首先是政策突破,设想从改革医疗保险政策上进行双向转诊制度试点;二是制度突破,在目前没有政策的制约下,要真正实施双向转诊制度主要是依靠双向转诊机构双双制定制度,即由卫生行政部门牵头,在互惠互利的基础上,各社区卫生服务机构与领导重视、工作积极性高、距离较近的医院签订双向转诊协议,对双方的责任、义务等与双向转诊有关制度做出具体规定。

First of all, break throuth policies, carrying through experimental unit of referral system on the basic of reforming medicare policy. Secondly, breaking through the policy, at the present time, there is no policy to restrict, if referral system is actualized it must depend on the policy of the beth sides. The health service takes the head, on the base of benefits for beth sides, the CHS institution and leaders must regard, the workers enthusiasm is high, signing the referral system agreement with the hospital which nest to the CHS. Working out concrect ordain on responsibilities and obligations which are related to the referral system. The author gave the thought of referral system, including the break through in policies and institutions.
