国有资本委托代理关系与国有企业改革新思路

On the New Ideas of State Capital Authorized Relation and the Reform of State-owned Enterprises

国有资本的初始委托人是全体公民。在国有资本的委托代理关系中,存在的最根本的问题是初始委托人缺位。通过对国有资本委托代理链的分析,提出现阶段国企改革的总体思路应当转变到第一级委托代理体系(从公民到政府的委托代理关系)的改革上,目标是让初始委托人尽可能到位。

The initial client of the state capital is all citizens. The most fundamental issue is that the initial client is absent from their duties in the state capital authorized relation. Through the analysis of the chain of state-owned capital authorization, this paper presented that the overall train of though of reform of state-owned enterprises should be changed to the reform of the first level of trust agency system（from the commissioning of citizens to government） and the objective is to have the initial client as possible in place.
