北林苑详细分析了马峦山的风景资源并对采石场破坏山体严重，山麓次生林木遭人工破坏，多陡坡少平地可建设用地局促等存在问题作了详细考察，将其定性为以远足登山，观海观瀑为特色，建成集旅游休闲、野外健身，自然生态教育为一体的市级郊野公园。
