城市规划权的分配历来是各方利益博弈的焦点。我国现行的城市规划制度没有能够很好地处理城市规划权中各项权限的配置问题,亟需明确城市规划分权的原则,以加强对城市规划实施的监督,限制城市规划管理实施中的自由裁量权,平等保护各利益主体的合法权益。

The assignment of urban planning power is the focal point for the benefit gambling of all quarters, our country present urban planning system can not deal with the brobiems in the disposition of urban planning power, so it is very urgent to make clear about the principle of how to divide urban planning power, to strengthen of the surveillance the urban planning execution, to limit the free decision power in the urban planning management implementation, and to protect each kind of benefit main body on the legitimate rights and interests.
