Primary Study of Linkage Mechanism Between Urban Lake Controlling and Land Reserving

开展城市湖泊治理,改善城市湖泊生态环境,是目前我国各级政府的重要任务。然而治理资金的短缺已成为制约城市湖泊治理的一大瓶颈。拟以武汉市为例,试图建立一种城市湖泊治理与土地储备联动新机制,积极探索一条拓宽我国城市湖泊治理资金渠道的新道路,实现城市湖泊环境改善与土地资本升值双赢的新局面。

It is a very important task for Chinese governments to control the urban lakes and mak their ecological environment better. However, the shortage of the controlling money has become the bottle-neck for the controlling of the lake. This article will take Wuhan city for examply, attempt to establish a new mechanism between the urban lake controlling and the land reserving, actively explore a new way which can expand the channel of the controlling money, and realize the win-win situation which can make the lake environment better and help the land by the lake appreciate as well.
