摘要
本文通过对我国行政组织在公共政策执行时的二元性特征和政策执行中的执行障碍进行制度与文化因素分析,提出加强和完善制度建设、构建社会主义新的行政文化以及制度和文化建设并重三个方面的对策,使行政组织发展成为既能严格执法又能充满活力的创新体系。
The duality characteristics of public policy enforcement and the barrier occurred in policy-enforcement encountered by our administrative organizations is what this article bases on in putting forward the countermeasures of laying equal emphasis on strengthening alad perfecting institutional building, constructing socialist new administrative culture,and constructing system and culture,in order to develop administrative organizations to become a creative system that is both strict in enforcement and full of validity.
