摘要 1935—1936年，罗斯福派遣美国商人富勒两次前往柏林，尝试以向德国“租借”殖民地的方式来安抚德国，但没有取得任何结果。主要原因有三：美国计划与德国外交政策目标之间存在巨大差距；德国对美国计划根本不予重视；美国对德政策与英国对德政策不协调。 From 1935 to 1936, President Roosevelt sent Fuller to Berlin and attempted to pacify Germany through ＂leasing＂ colonies to Germany. But no any result. There were three main reasons. American plan was widely divergent with German diplomatic aims; Germanyentirely attached no importance to American plan; America＇ s Germany policy was different with Britain＇ s.
