国际农产品贸易的持续增长与政府行为分析

Continued Growth and Governmental Behavior in International Agricultural Products Trade

９０年代以来，世界农产品贸易的增长已快于世界农业经济的总体增长，其发展趋向是：决定农产品比较成本优势的因素向科技倾斜，农产品贸易中市场竞争不完全、价格不稳定，乌拉圭《农业协议》对国际农产品贸易中政府行为影响深远，但仍会受政治原则的支配。本文分析发达国家的政府行为后认为，我国农业贸易发展中的政府行为选择应当是：加强农业立法，改革调整农业贸易体制，研究制定农产品进出口总体战略。

Abstract Since the nineties,the growth of world agricultural products trade is faster than that of the total agricultural economy.The tendency of development is as follows: Factors deciding the preponderance of comparative costs of agricultural products has a tilt at science and technology;market competition for agricultural products trade is not complete and prices are unstable.Although the “Agriculture Agreement”reached at the Uruguay Round influences profoundly the governmental behavior towards international agricultural products trade,political principles still play a controlling role. Having analyzed the governmental behavior of developed countries,this paper suggests that China′s choice of governmental behavior for agricultural trade development should be strengthening agricultural legislation,reforming and adjusting agricultural trade system,studying and formulating an overall strategy of agricultural exports and imports ,and increasing investments in agriculture.(See p.13)
