文章指出了我国长期资源低价造成的资源型城市产业结构畸形,拉大了地区间的发展差距,助长了资源开发企业浪费资源和地勘投资不足的后果;提出了转变资源观与价格构成并举,整体推进与支持系统建设并举,宏观调控与市场配置并举,发挥市场定价机制作用的建议。

Due to the long-term devaluation of our resources, China＇s unbalanced industrial structure at resource-based cities has enlarged the development gap between regions, the resources waste by the resources development enterprises, and the inadequate investment of the geological survey. The author suggests introduce the role of market pricing mechanism through the simultaneous changes on the concept of resources and the structure of prices, through the combination of the overall promotion and the construction of supportive system, and through the coexisting of roles of macro-control and market allocation.
