本文简要介绍了家用电器和燃气具等产品安全要求和风险控制的基本概念,指出安全是以可容许风险为基础的相对状态。产品安全设计的目标是将风险降低至可容许水平的过程,通过危险识别、风险分析、风险评价等过程评定产品的风险水平,作为确定安全设计技术措施的依据,产品安全标准的要求规定了可容许风险水平的具体内容。

This paper provides a brief overview the basic concepts of safety requirements and risk control for household electrical and gas appliances, points out that safety is a relative state base on the tolerable risk. It is a product design goal for safety, to assess product risk leve, by hazards identification, risk analysis, risk evaluation process, as the basis to determine safety design technical measures, and requirements in product safety standards to prescribe details of tolerable risk level.
