促进我国企业安全投入的对策

Promote Safety Investment in China's Enterprises

针对目前我国企业安全投入普遍偏少的现状,从企业目标出发,分析得出了影响企业目标的主要途径,即企业内部优化决策、企业之间生产竞争和引进高素质人才。并由主要途径分析安全投入对企业经济决策的影响,得出目前我国企业不积极进行安全投入的3点要因:由于企业决策者主观判断失误而导致的降低安全投入;企业为取得同行业之间的竞争先机,愿意冒险降低安全投入;由于企业安全生产状况信息的不透明,容易导致应聘者根据企业的规模、市场占有率、员工待遇等透明信息来判断企业安全生产状况,而导致安全投入少的企业易引进高素质人才。针对分析得出的结论,提出了一系列相应的对策措施,以改善我国的安全生产投入状况。

Referring to low safety investment in most of China＇s enterprises, analysis from the enterprise target could conclude that there are three factors influencing the enterprise target, i.e. the optimized decisionmaking of enterprise itself, competition among enterprises, and bringing in high talents. These factors were taken to analyze bore safety investment affecting enterprise economical decision-making and reasons of unwillingness to invest on safety. Wrong judgment by decision-makers induces low safety investment. In order to be the winner among competitors the enterprise is willing to tolerate the risk of low investment. Vague infonmation of enterprise work safety induces job applicants to get erroneous impression of work safety from transparent infon＇nation of enterprise scale, market share and salary. In this way, the enterprise with low investment in work safety still could bring in high quality talents. According to the conclusion mentioned above, a series of effective rneasures were developed to improve the safety investment in China＇s enterprises.
