为数众多的非营利组织已经活跃于社会的各个角落,日渐彰显其多样性、草根性和及时性的公共服务供给优势。传统上,非营利组织提供的公共服务,主要局限于扶贫助弱、环境保护等较为被动的领域,实际上,倡导公共议题、发展公共政策、促进公民精神正日益发展成为非营利组织的“精华功能”。因此,必须从一个更为平等的协商、合作和伙伴的策略途径,来构建政府与非营利组织之间协同提供公共服务的关系类型,通过共同参与、沟通协调和信任互赖等机制来释放非营利组织提供公共服务的潜力,使各种社会资源得到最妥善有效的运用。

Many non-profit organizations （NPOs） have played an important part in every corner of society, showing its superiority in diversity, grass-rootness and promptness in public service supply. The function of NPOs traditionally limits in helping the poor and protecting the environment. But actually advocating public issues, developing public policy and improving public spirits have become the quintessential function of the NPOs. So we must build some new relation types in which government and NPOs supply public service together by some tactic ways of equal consultation, cooperation and companion.
