An Analysis on the Fluctuations in Sino-US Relations from the Perspective of the Core National Interests

在一定的时期,国家有一个符合本国国家力量和适应国际环境的核心国家利益的战略目标。对中国而言,当前这个核心国家利益的战略目标就是发展崛起,对美国而言则是巩固霸权。中美两国由于在国家利益层次的确认、排序和战略目标的不同以及国际环境的变化,导致了中美关系的起伏。

This article asserts that national interests can be divided into at least two levels ：the core national interests and the general national interests. In a certain period, in accordance with its national strength, a country has a strategic objective of core national interests to adapt to the international environment. To China, now this strategic objective is peaceful rise. To the United States , it is consohdating hegemony. Because China differs from the United States in recognition and classification of national interest, this leads to the ups and downs in Sino-US relations.
