新农村建设理念的提出,意味着我国经济政策由农业支援工业向工业反哺农业转变,意味着城乡经济走向协调发展和工农联盟的进一步巩固。新农村建设的根本问题是制度建设。新农村建设要取得成效,必须抓三个关键:一是领导班子建设,二是科学的规划,三是建设新农村的长效机制。

The proposal of new rural construction has meant the change of Chinese economy from the leading role of agriculture to industry and it has also meant the harmony of urban and na＇al economy. The basic problem is system construction. Three aspects should be strengthened if the new na＇al construction would be effective,that is leaders＇ construction,scientific plan and effective system of na＇al construction.
