摘要 以可持续发展理论、水资源二元承载力理论为配置评价的理论基础,针对黑河流域实际特点,建立了流域水资源配置评价指标体系,所构建的评价指标体系包括了分区指标与全局指标两个层次,涵盖了社会合理性、经济合理性、生态合理性、资源合理性、效率合理性与发展协调性六大类的多维评价指标。 Tbe paper illustrates the principles of sustainable development and water resources two-element load capacity as evaluation theory base of basin water resources allocation rationality. According to the specialty of Heihe River basin, an index system is put forward to assess rational allocation of basin water resources. The index system consists of subarea index and collectivity index. When electing the index, 6 basic principles that include society rationality, economy rationality, ecology rationality, resource rationality, efficiency rationality and development harmony must be followed.
