On 'The Party Manages the Person of Ability'

党管人才是党中央在党管干部的基础上提出的,是新时期干部培养、选择、任用的具体要求,是与时俱进的生动体现。要搞好党管人才工作,关键要在观念上有新突破,且重在落实。

The management of the person of ability by the party was put forward on the basis of management of the cadres by the central committee of CCP, which is the reflection of keeping pace with the times. To do it well , there must be a breakthrough in conception and it is most important to implement this policy.
