如何完善我国农村社会养老保险基金投资运营机制

随着养老保险制度从现金收付制向部分积累制的转变,我国农村社会养老保险基金的规模也开始日益增大。但农村人口老龄化的加速、农村保险参保率低和基金管理体制不健全等因素导致农村社会养老保险供需矛盾突出,急需构建一个良好的社会养老保险基金投资运营机制,以此来促进农村经济体制改革,维护社会稳定和促进农村社会养老保险基金的保值增值。

With the transform from cash basis to accumulation basis, the scale of retirement social security funds in the rural area becomes bigger and bigger. Due to the increase of old-aged population, the low rate of joining in the funds and the unreasonable managing system for the funds, the conflict is more and more intensified between the demand and supply of retirement social security funds. It is urgent to set up a sound operating mechanism for the investment of the funds in order to promote the economic reform in the rural area.
