摘要
从电信业的自然垄断特性入手，较详细地探讨了电信业务资费管制的理论基础，并从我国电信业面临的形势出发。
From the natural monopoly characteristics in telecommunication service,the theoretical foundation of telecommunication business tariff regulation is discussed in detail.Furthermore,considering the situation faced by telecommunication business in our contry,a basic principle of telecommunication service is proposed.
