近年来我国高新技术产业发展迅速,高新技术产业的发展程度已经成为衡量一个国家地区竞争力的重要标志。然而,高新技术产业的发展却面临着融资难,技术市场化程度不高,外资投入并未收到预期的效果等困难。本文认为在一个市场经济发展不成熟的国家里,其解决途径是:政府特别是财政应该在高新技术产业中扮演重要角色。文章为此进行了实证分析检验并提出了可资借鉴的政策主张。

China high tech industry have a rapid development in recent years, the high tech industry development degree had already became weighs nations and areas competitive ability. However, the high tech industry development actually faces the finance deficit, the market degree have not developded, the foreign investment have not received the anticipated effect. This article hold that the key to the situation developing market economy is： the government especial in the fiscal behavior should take the important role in the high tech industry.
