New Ideas Are Needed For Establishing National SOPMC

摘要 组建新国资公司,应摆脱旧的“退出”和“处置”思路。 Ideas of establishing national State-owned Properties Management Co. (SOPMC) has been discussed when State-owned Assets Supervision And Administration Commission (SASAC) established. Nowadays it becomes hot topic again. There are two mainstream viewpoints. One is called 'shepherd dog' theory, referring to structure setting of state-owned assets supervision. This is a supervised-by-marketing-method model. The model makes some academic sense for ownership and management separation and has been canonized because of Temasek' s success. The other is called 'Regroup Model'. Under this model, regrouping enterprises is the main function of SOPMC, in order to make the state-owned enterprises bigger and stronger. Central-owned enterprises that cannot be the first three around the country will be the SOPMC regrouping goals. SOPMC will help these knotty enterprises find 'husbands' in market. Enlightened by practice of Japan industry rebirth institute, the author considers that when establish national SOPMC, we need to throw away the 'exit' and 'district' ideas. It is better not to simply copy abroad system, but draw lessons from other countries' experiences synthetically. By strengthening sate-owned assets' power in prosperity management, the government can show its leading function in industrial development and enterprises' independent creation, and the SASAC can show its importance in state economic management.
