福建财政扶持新农村建设的政策分析

An Analysis on Financial Supporting Policy for Construction of Socialist New Countryside in Fujian

社会主义新农村建设对财政支农工作提出了新要求,近年来,财政加大了支农惠农的政策力度,提高了财政支农资金在财政总支出中的比重。但财政支农与福建新农村建设还存在着财政供给能力与财力需求之间、地区财政发展不平衡与新农村建设的全面性之间等诸多矛盾。为此,应围绕“多予、少取、放活”的总体方针,确定福建省建设社会主义新农村的财政政策取向。

New requirements for fiscal support have been raised as to building neo-socialist countryside. In recent years, fiscal involvement has been booming as to its depth and proportion. But Fujian witnesses many conflicts between fiscal supply and demand, regional imbalance and overall building targets etc. Therefore, the guideline for fiscal supporting policy is supposed to be ＂granting more, collecting less, setting free＂.
