建设社会主义新农村是我国现代化进程中一项长期而艰巨的历史任务,涉及农村经济建设、政治建设、文化建设、社会建设、生态建设和党的建设等诸多内容,是一个庞大而复杂的系统工程。但它的有效载体是分布在中华大地上的64.5万个行政村和3.75万个乡镇,同时由于全国各地的基础条件千差万别、复杂多样,所以要坚持科学规划,因地制宜,分类指导,分阶段、分步骤、有计划、有重点的循序渐进。今后5年应按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的总体要求,建立和完善“以工哺农、以城带乡”的法律制度保障体系,不断创新农村体制机制,进一步放活农村经济政策,促进农民持续增收,扎实稳步地推进社会主义新农村建设。

The construction of new socialist countryside, which involves many contents, such as rural economy construction, political construction, cultural construction, social construction, ecological construction and party construction and so on, is not only an item for a long time but also the arduous historic task in the modern advancement of our country, is a huge and complex systematic project. But 645,000 administrative villages and 37,500 villages and towns are its effective carrier which is distributed in the area of China. Since the foundation condition of each place is infinite variety and complex diversity, we must persist in the principle of scientific plan, and act as circumstances, guidance to different types of areas, advance gradually in due order that divides the stage, the step, and has the plan, has key proceeding. The next 5 years, according to the overall request that the production is developing, the life are ampie, the local custom is civilized, the village is neat, and the management is democratic, we should establish and consummation the legal system and safeguard system that nurse the agriculture by the industry and help the countryside by the city, innovate the rural systematic mechanism unceasingly, further release the rural economy policy from unnecessary constraints, promote the farmer to receive their income additionally, and advance the new socialist rural construction solidly with steady steps.
