我国生育保险制度改革依据的《企业职工生育保险试行办法》10年来一直处于“试行”地位,滞后于经济社会发展。由于缺乏必要的法律保障,生育保险制度改革进展缓慢,生育保险在社会运行中存在很多问题,妇女的生育权益没有得到有效保障,影响了妇女的平等就业和发展。

Over the past 10 been in the state of trial, years of lagging its release, Program for Implementation of Enterprise Staff Birth Insurance has behind economic and social development. Because of this, the reform of birth insurance has also been witnessing slow progress for the shortage of necessary law protection.There are also many hurdles for the birth insurance function in society and women＇s birth rights are not effectively protected, which greatly influences their equal employment and development.
