目前我国正处于一个工业化进程加速,经济结构发生明显变化,社会各方面都在变革的关键时期,城市更新在这一宏观背景下既面临过去大量存在的物质性老化问题,而且更交织着功能性衰退,以及与之相关的传统人文环境和历史文化环境的继承和保护的问题。因此,城市更新工作应面向更长远全局性的目标,吸取国外先进经验以及失败教训,以达到提高城市功能,调整城市结构、改善城市环境、更新物质设施、促进城市文明的目的。

China is now facing a crucial period that industrialization is accelerated and great changes have taken place in the economic structure and the other aspects of the whole society. Under this circumstance, in the renewal of city appearance, we counter not only the problem of quite an amount of material aging combined with functional recession in the past, but also the problem of the heritage and preservation of the traditional human environment and historical ＆ cultural environment. Therefore,we shall, targeting the aim in a longer term and from a more overall view,learn the advanced foreign experience and take the lessons in order to enhance the city functions, adjust the city structure, improve the city environment ,replacement of facilities and achieve the city progress.
