资源枯竭型城镇面临的产业衰退和区域性贫困是长期积累的结果,要消除这些结果造成的影响,实现社会经济的可持续发展,必须在一定的空间上实行资源的周期重分配,努力提高现有自然资源的时间价值,加大资本注入,加速主业培育,发展城市经济,完善资源管理制度,以消除“资源性贫困”,摆“脱产业性贫困“”、功能性贫困“”、制度性贫困”“和文化性贫困”,防止“贫困恶性循环”。

To eliminate the negative effects caused by the industrial decline and regional poverty, a serious problem that the resource-exhausted towns have long been facing with, and to realize the sustainable development of society and economy, we must insist in reallocating resources periodically within a certain space, increasing the time value of natural resources now available, investing more capital, speeding up the development of main business, developing urban economy, and improving resource management system. We aim to alleviate poverty related to exhausting resources and get rid of ＂industrial poverty＂, ＂functional poverty＂, ＂institutional poverty＂ and ＂cultural poverty＂ so as to avoid the ＂vicious circle of poverty＂.
