在分析现有工业维护管理理论的基础上,根据现代企业的信息化、集成化和全球化发展趋势的需要,提出了面向需求维护(ROM)的维护管理理论。首先在深入分析ROM理论的基础上定义了ROM的基本概念,其后详细地剖析了ROM的需求导向、多元目标、整体优化、综合运用的基本特征。最后具体研究了ROM的概念模型、工作流程模型和技术方法体系模型。

The current statement about maintenance management is analyzed and the theory of requirement oriented maintenance （ROM） is put forward according to the requirements developing from the industry＇s globalization, information and integration. The basic concept of ROM is first defined on the basis of analyzing deeply about the ROM theory. Moreover, the details about the characteristics of the requirement direction, multipurpose, global optimization and synthesis application are presented. Finally, the conceptual model of ROM, the model of workflow and the model of framework of technical methodology are thoroughly studied.
