Closely related to the economic, political and military safety of a country, energy security, a strategic issue of primary state concern, has once again come to the center stage along with rampant international terrorism, global geopolitical unrest and sustained oil price hikes since the advent of the 21st century. To cope with the situation, the United States, the European Union, Japan and others have all worked out their new energy strategies or policies, focusing on conservation, new resource tapping,enhanced international cooperation and diversity in energy channels.
The opening years of the 21 st century thus witness an acute energy security issue with a fluctuating international market, fierce contention, brisk diplomacy and a fluid energy configuration, all heralding the approaching new era.
