Taking People as the Foundation:Reflection on Enhancing the Party's Ability for Holding the Reins of Government

提高党的执政能力,是改革开放新形势、社会主义现代化建设新时期,对全党的迫切要求。贯彻落实党的十六届四中全会精神,需要各级执政主体深刻领会以人为本的思想实质,增强以人为本的执政意识;在经济、政治、文化、社会发展和对外开放各个领域,切实维护好人民群众的根本利益;在执政方式上,改变官本习气和物本思想,突出行政服务,增强服务意识,把以人为本落到实处。

Enhancing the Partyg ability for holding government power is the urgent demand for the whole Party under the reform and open new conditions and for the construction of socialist modernization in the new time. For implementing the spirit of the 16th plenary session of the 4th central committee of the CPC,it is necessary for the various levels of power - holding bodies to ： deeply comprehend the thinking essence of taking people as the founda- tion ; strengthen the power - holding consciousness of taking people as the foundation ; really well maintain the basic interest of the people and masses in various fields such as politics, culture, social development and opening to the outer world;change the habit of official rank standard and the thought of material standard in the power - holding mode;stress the administrative service;strengthen the service consciousness and carry out taking people as the foun- dation.
