通过回顾自主创新提出的背景,界定了自主创新的涵义,揭示了当前我国推进自主创新面临的主要问题。并借助产业技术体系的基本框架,系统分析了产业技术体系的构建与自主创新能力提升的相互关系,进而提出了依托产业技术体系构建,提升产业自主创新能力的基本对策。

Based on reviewing the background of the independent innovation theory, the concept of independent innovation is defined. The main problems that our country is facing with at present when advancing independent innovation are pointed out. Under the basic frame of the industrial technology system, the interaction between the construction of the industrial technology system and the improvement of the independent innovation competence is analyzed. Basic policies that the improvement of the independent Innovation capability relies on the industrial technology system are put forward.
