对城市低保工作中存在问题的思考

Thinking of Problems Existing in the Work of Minimum Subsistence Security for Urban Residents

自从1999年我国实施城市居民最低生活保障制度以来,大大缓解了因城市贫困人口增加而引起的社会矛盾和社会问题,确保了国企改革、产业结构调整等一系列重大举措的顺利进行,对于促进社会公平、维护社会稳定、进一步深化改革、扩大开放、促进发展起到了积极作用。本文针对推行城市低保制度和实现“应保尽保”工作中出现的一些问题,进行了深入思考,并提出了相应的建议。

China has implemented the Minimum Living Subsistence System since the year of 1999. This move has greatly eased up the social contradictions and problems caused by the increasing impoverished population, ensured the smoothly-proceeding of the series of important moves, such as the reform of stateowned enterprises, readjustment of the industrial composition,etc. It has also played a positive role in further reform and opening-up and development. In this article,the author made an in-depth thinking and put forward a proposal to the Minimum living Subsidy System and fulfillment of Should-be ensured and Asmany-as-possible be ensured.
