摘要
印度的高等教育由中央政府和邦政府依法共同管理,而中央政府管理高等教育的权力主要由一些代理机构实施。由于高等教育的管理政出多门、条块分割,印度很难进行全国性的高等教育改革。
In India, higher education is under dual leadership of the central and state governments according to the Constitution, and the central government management of higher education is mainly implemented by some agent institutions. A countrywide higher education reform in India could hardly be carried out since the policies are made by many statutory institutions.
