新型农村合作医疗正在我国农村试点,其成败在很大程度上取决于管理机构的运行是否科学、法制化。当前相关政策虽然确立了中央、省、县三级新型农村合作医疗管理机构,但是其管理、监督、人员选拔等机制都没有规范化。当务之急,应尽快对新型农村合作医疗管理机构进行法律规制,以保证新型农村合作医疗制度的可持续发展。

Whether New Rural Cooperative Medical Scheme, which is making experiment in rural areas, could success eventually, is decided in great degree by the scientific and legalizing management agent. The current policy although has established three levels （the central committee, the province, the county） medical service management agent, but its management, supervision, and personnel selection is stillsubstandard. Legal rules and regulations should be carried on as soon as possible so as to guarantee the sustainable development of New Rural Cooperatives Medical Scheme.
