现行水文管理体制以流域机构和行政区划为单位,人为地将水文站网割裂开来,呈现出条块分割的管理模式,影响了水文站网整体功能的发挥。对行政区界的重要水文站实施流域机构和地方水文双重管理,可以克服现行水文管理体制的种种弊端,最大限度地发挥水文站网的整体功能。

The present hydrological management system, which is divided according to valley organization and administrative district, dissevers hydrological station network factitiously and the exertion of the overall function of the hydrological station network is affected. Double management of valley organization and local hydrology to important administrative hydrological stations can overcome the disadvantages of the present hydrological management system and bring the hydrological station network into full play.
