Present Situation of Scientific Research Environment and Countermeasure

高层次创新型人才要进行创新的活动需要宽松的科研环境。而现在国内在知识产权的办理、风险投资机制、科技评价机制、成果转化方面仍存在不足的地方,不利于创新性成果的涌现以及高层次创新型人才的成长。本文从科技管理的现状出发,寻找其有利于高层次创新型人才的宏观环境。

Fligh level innovative talent need a widely environment to bring forth new ideas. Now there are some weaknesses in different respects of handling intellectual property, building system of risk investment, evaluating system of science and technology and transforming achievement in scientific research, these are urfavorable factors for finding innovtive aehieverment and growing of high level innovative talents. The paper started from the present situation of scientific managementto find a macro-environment favourable for high level innovation talents.
